I think that the aid groups in haiti will do an outstanding job of building up haiti better than it was before the earthquake.  I think you will find inprovements in there roads, and harbor.  making it better than it was before the earthquake.  Also i think you will find slight improvements in there housing.  Think of this, millions of dollars are being dropped into the country right now.  Also earlier today the global bank was talking about wiping haiti's debt clean.  Finacially as a nation they will be set straight, emotionally i fear will take many years to repair.

Most earthquakes are not forwarned.  Only a few in the history of earthquakes have been predicted accurately.  While yes it is true that Haiti was in a high risk zone of have a potentally dangerous earthquake, no one takes that very serous because there is no way to determine a timeline for this earthquake as of now.  The best that we can predict on earthquakes is that they will happen within a decade, and to some extent can predict what extent of magnitude of the quake.

I would like your definition of Forwarned.  Wild animals do not always predict the coming of an earthquake as some would like to believe.  while I do agree that sometimes, as documented in China's 1979 earthquake animals do predict the coming, sometimes there are echos deep in the earth that can be picked up by delicate instroments, but those are rare.

Most earthquake related communities will tell you that they are relatively unpredictable.

I hate to burst your bubble, but following the one earthquake that was predicted, came a much larger earthquake in the same province that was not.  As said before there is some certinty that an earthquake will occur in an area, precise predictions are very rare.
