If you were to set up a metal disc so that it could spin about an axis passing orthogonally through its centre and surround this disc with a concentric ring of some larger diameter (a concentric capacitor) and then establish a potential difference between the disc axis and ring would there be any potential gradient established across the radius of the disc - either stationery or as it was rotated? (where does the charge reside on the disc?)
