Been following your work with interest for years. Your current device reminds me of Viktor Schauberger's home power plant.
Anything you could do to increase the oil velocity without increasing the pressure would benefit.

Yes, flow is the real secret in using less energy in hydraulics. 21gpm even at 200 psi will need more then 1,828 watts of power.
This is a good start to see what happens when the generator starts to energize the rotor to produce power output, it didn't slow down from magnetic field flux.
