Many electromechanical devices are built from modulor configurations that repeat themselves.  So the reason to use a duel pendulum is to mechanically tie the generator module on the left side of the pendulum to the  motor module on the right side of the pendulum.  The rotor mechanical assemblies would be built on the swinging arms of the pendulum and the stator assemblies at the bottom of the pendulum.  The duel pendulum arms would start there drop at 90 degrees and allowed to swing through the bottom stator area.  As this happens an electrical pulse from the generator side is fed to the motor side of the pendulum.  If the duel pendulum swings up above 90 degrees on the other side of the swing then you know that you have the building block for an overunity device.  This method of development could save inventors a lot of time and money.  It would also speed up the development of there projects.
