Of course. The shown device by Butch is an OU device producing excess energy discontinuously. Not very efficient but still an OU device.

Let's do some scientific calculations on that statement.

Unity = Same power out as in = 100% efficient
Overunity = More power out then in = 100+ % efficient

Yeah, that doesn't sound efficient to me either.
