Can Kelvin's Thunderstorm effect hho production?

A small Kelvin's water dropper electrostatic generator can produce tens of thousands of volts at little current.  I wonder how water "primed" through one might effect hho production?

Did you miss the recent HHO development?   Stan Meyers replication is open source and producing 50 LPM at 50 AMPS.    Resonate outer tube and the inner tube at 180 phase shift.    This excited state allows the water to "break" far easier.   So the secret wasn't finding waters resonate frequency it seems, just the tube resonance.    Good Luck and don't blow your self up with all the gas you will be making.  I will find the you tube and edit a link in below.
