Isn't that just a Peltier Junction?  All Electronics has them in their catalog for about $16 for a small one and, I think about $30 for the bigger one.  We made some ceramic plates for a company that was producing these for 12 volt coolers about 25 years ago.  They are really neat devices and Lidmotor has made some interesting experiment videos using these...IF that is indeed what this is.
