As far as ground wire. Even if there is no ground there is ground as artificial ground called counterpoise
So if there is  even  sort of hanging wire it would act as  ground.
That is concept of every antenna. Body  of car is the counterpoise to dipol.And than between counterpoise and dipol you have tuning tank normally coil( depends from frequency)
but instead of tuning  coil or tank you can tune counterpoise length
that is how I see it.


No surprise  that at 60iest floor of  high  building this antennas work as a charm
Another for of counterpoise might be metal plate under neath of   wooden plate
and eventually  something that would hung out as additional precise tuning.
