You can get more volts out of any transformer by changing the waveform of the input power. Take an automobile ignition coil for example.  Get a transformer that reduces 110volts ac to 12volts ac.  These are easy to obtain they use them in battery chargers.  Take the 12volts ac and feed it into the primary of the ignition coil.  Take the ignition coil output terminal and attach it to a spark plug.  No spark.  It is not because of lack of current through the primary it is because EMF is directly proportional to the speed at which you change the magnetic field about a conductor.  We can store energy in a magnetic field.  It is like stretching a rubber band.  We slowly stretch the rubber band then we let go of the rubber band.  The velocity of the rubber band itself towards the center is thousands of times faster than it was while we stretched it.  You will never get more work out of a machine than you put into it.  You can however use a machine to convert potential energy into kinetic energy or transform kinetic energy into potential energy   The only power you can get out of a magnet is the power they put into the magnet when it was made.  If you take a magnet and place it near a piece of wire and smack the magnet with a hammer.  This will destroy the magnetic flux they put in the magnet just before they package it and sell it.  When this happens a coil near the permanent magnet will see a changing magnetic field and induce an emf proportional to how fast your magnet disintegrates.  You can also heat the permanent magnet and the same thing happens.

Please, I my report after many try and errors that I managed to increase output of the latest test without increasing input, still COP < 1 but this time through induction of magnetic fields of the coils in peculiar way. L2 is bifilar wound, L1 is single layer, core is iron pipe, HV DC is attached to 1(core) and 3. Coil and 2 and 4 are not connected to anything. Output is taken from 5 through the load and to ground. To get better understanding I would appreciate any comment on how those fields may interact. Thanks

You cannot tell actually anyone that he follows a mistaken scheme since no-one has ever managed to produced any COP>1.
The pages you suggest come from Melichenko. He has claimed 1.2 to 1.5 COP but noone has managed to verify those claims, incuding myself. He had said he will produce indendent power supplies for PCs, notebooks etc based on this concept. Still, i am waiting.

Bottom line, let anyone having his approach and perhaps with Lord's illumination will result any useful outcome.

I have made something similar to urs. Mine was a copper tube, teflon insulated with a winding (1000 turns 24awg) on it.By applying HV this operated as a capacitor, still the negative side ould be connected to earth and light small bulbs.
