The hydrino molecule is the key to rectifying energy from nature. The argument over sub zero state VS orbital orientation of a monatomic atom is meaningless if the changes don’t release energy.
Assuming for the moment that the orbital radius drops below zero in an exclusion field field you should not expect a photon release because the change was not due to stress. The electron was already in its’ most relaxed state for normal space and the normal ratio of virtual particle sizes. The orbital actually remains stationary relative to a pressure boundary formed by the ratio of large to small virtual particles in an exclusion field that keep orbitals from reaching their protons or repelling permanently away from other electrons , the electron in this modified orbital is still in its’ most relaxed state and did not gain or lose energy in the transition. IF However you form a molecule while in this state you will emit at least the standard energy of HH – H2 AND you lock the orbitals together so that they can no longer translate freely back to normal space. This forces the normally chaotic virtual particles to organize and tear apart the bond upon exiting the field which requires nature to resupply the hydrogen atoms with monatomic energy levels . A major issue appears to be mass produce monatomic hydrogen into exclusion fields. If someone figures out how to one step the process at the point of electrolysis while the gas is still monatomic the brute force methods of Black Light Power and Cal-Tech will become childs play.

The casimir effect is disputed by QED theory. Both theories however agree that Longer wavelength vacuum flucuations are restricted between closely spaced metal plates. QED states this restriciton of longer wavelengths causes the wavelength to be upconverted to shorter wavelengths. QED claims Casimir effect is actually electrostatic force induced in the plates by thermal imbalance that causes the plates to pull themselves together. Casimir proponents claim it is the pressure differential caused by the missing wavelengths inside the plates VS outside and that virtual particles "push" the plates together. Both theories agree If the plates are not free to move then a permanent exclusion of longer wavelength vacuum flucuations exists between the plates. This field has different physical properties dictated by the ratio of short to long flucuations compared to normal space. In themselves the plates have no special properties but instead create the exclusion field that can be exploited by atoms diffused through the field. BLP and Cal-Tech both claim the field allows the orbital of atoms passing through the field to fall to a sub zero state. After 25 years of prototyping electronics my intuition says that any changes in radius or orientation will be incrimental both entering and exiting the field and the energy level is constant because the physical constants have changed, The electrons are simply keeping the displacement balanced between virtual particles and the orbital in the exclusion field. If there are more small virtual particles than large virtual particles keeping the orbital away from the proton then it will fall or twist into equilibrium but NOT give off any energy!If your equation shows energy equal to factors of radius and planks constant then "Yes I am saying Planks' constant changes in these cavities". I propose that this physical orientation can only result in an energy gain if a covalent bond is formed between 2 atoms while inside this exclusion field. If not the atom will simply return to its' original state in the opposite incremental steps while exiting the field without claiming any energy from the delta in virtual particle composition. The covalent bond is the knot we need to rectify the energy upon exiting the field.

In the real world these plates are realized as cavities that are mechanically or chemically formed. Cal Tech uses stacks of metal plates drilled with arrays of sub micron holes. BLP uses skeletal catalysts like Rayney nickel which are cavitities chemically leached out of the softer AL metal in a Nickel - AL alloy.

Black Light Power was recently confirmed by Rowan University to produce far more calories than possible for the given hydrogen impregnation in a 5KW reactor. The hydrogen and catalyst are brought up to 200C at which point the gas combusts and produces more heat than Rowan chemists can account for with standard chemistry. on May 8th 2008 At Cal-Tech, Doctors Haisch and Moddel were awarded a patent for their device which included a much more plausible description and patent of hydrino formation. They still missed the need to form a covalent bond but they were the first to realize the cavities as the exploitable region and not the "chemistry" of the materials.

Exclusion cavities have permanent fields used to create a "safe harbor" from longer vacuum fluctuations and the ratio of short to long fluctuations is different than normal. This modified ratio relaxes the pressure virtual particles exert on electrons, allowing electrons to fall, and, or twist into novel orientations only possible inside the exclusion field. The SECRET to locking these relaxed atoms into a hydrino formation is that they must form a covalent bond while still inside this exclusion field. The covalent bond both releases energy AND preserves the novel electron orientations from decaying while exiting the field with one atom’s orbital leveraged against the others' through their molecular bond. When this new molecule exits the Casimir field the stream of normally chaotic vacuum fluctuations must form an organized boundary against these arrogant little orbitals occuping their space! This ability to organize normally chaotic virtual particles means they can be rectified - In this case chemically as virtual particles will pile up and break the covalent bond, restoring the individual atoms back to their original energy levels.
