...is an introductory conception,as I have in mind to connect,associate in fact three distinctly,each to each abstractions.
Propulsion is a driving action,a manner to move forward.
It has a natural history,from flagellate/whip-like structures of protozoans to higher organisms,as well/ that moves with an extension,wing,arm,leg.
Here,as a common prime-line highlight,we have a differentiate relation between moving body and the medium/support..but the initial whipping,switching movement had an evolution.
Wheel is a large abstraction,but for us,thinking for propulsion, can be interesting "something" which turns to allow vehicles to move.
To pulsate/beat,pound,undulate,shake very rapidly and regularly is a proposal for this "something" ,in the same line,design with the natural locomotion.

The magic thing with inertia,is that we can find it anywhere.
It's an omnipresent property of mass,and if you are in a continuous contact,relation with it,this seems to be as a imaginary medium.
We can feel the ground,the water,the air and...inertia when we move in some ways.
Thinking so,inertia can play as an enormous 3D support/"ground".
If we look "deeper" inside the matter(air,water),it's possible that what we call hydro-dynamics and aero-dynamics ,to be in reality,only some particular inertial effects of the medium(water,air) face to face,as an inertial reaction vis-a-vis our manner to action.
In bio-mechanics,the pendular representation intended to explain the dymanics is a useful tool.
In my opinion we can use it also,so to form an image of a possible new propulsion.

It seems that the above patent ( and others...) have as a result a wobbling motion,nothing more.
A good starting point can be the pile driver with two contra-rotating masses , as you can see at :

It can be a reason to think about the inertial ( pulsatory ) propulsion , as a possible new manner to consider the " misty " law of inertia?!...if we take a look at :

If a Buehler drive mechanical oscillator converts 360* rotary motion into a powerfull 180* bi-directional force , the next step can be an AC/DC problem , so to obtain an unidirectional vector as a pulsatory tractive motion of an object.
As we know , if we have (wind+sail )...it can cause a ship to move.
If we can handle a set of rotating masses to play the same " scenario "... have we an " inertial/centrifugal sailing " ?!
