Wow, this guy did a lot of work without testing this by building a working model.

Problems:

Water will leak out the air entry.
No water between air filled drawers means no buoyancy.
Water tight seals create great amounts of friction.

Just another fellow who would be better off to study hydraulics before designing machines that rely on it.
