you mean the elctronic part of it?
you can do it in all sorts of ways....
you need to brake it up just think of the first part which is an actuator.. of any kind..
example:
1} a small dc motor with it shaft upword with 2 or more magnets N S with a trigger/switch/sensor of some sort, wich flips the magnets at the right time whaen the magnets on the small hevey wheel are at the best positon the generate torque, think of pulse motor, only you dont pulse a coil
you pulse the motor which flipps the magnets which the create torque on the Small heavy wheel.
as the small wheel turns faster and faster the current/volt drow drops because it gets easyier for the motor to flipp. a little trial and error with all kind of arrangments of magnets and distances to get the best response, the most synchronized .. and again the more efficient the dc motor the better but i dont think it is that importent , i think something like a motor from a printer...
2] other way to actuate... is by vibrating back and forth small powerful magnets to cause the small heavy wheel to torque this is a very efficiant way. you can do it with a speaker, and tone/signal generator to get the most synchronzied motion ,

there are couple of sweet spots when vibrating faster and faster when you get to most for the least.
just need to find them for each individual setup .. expirimenting is fun!!..
this step is the "hardest part" of the setup , which of curse is not that hard, there are many ways and
alot of videos , and reading about this , the 90dgrs action between stator -rotor. , pulse motors for getting the best pulse/flip timing. reed switch, hall sensor.. and so on so on. what ever circutry yould like...

now . when you get small heavy wheel to spin inside the big wheels, your in buisnes becaus
all you need now to connect the big wheels shaft to a big dc motor, of the torquei kind which genarats the most for the least speed the more the better...
ok now, the big motor shaft spins freely at the "spin Up" part because you dont engage it yet...
once you reach speed you turn the big motor on.. close the circut to what ever you want :
battaries , cAPS, inverter , LED,s what ever... it will want to cause the big wheels to slow down because of the load on the shaft.. BUT then GRAVITY / NATURE comes to help you , the small HEAVY wheel dont want to slow down, it has alot of of power. at the first slow down of the bigwheels
the smaller one climbs on the side , and using gravity FORCES the big wheels to spin up..
the the slower the wheels try to turn/the more load engaged. the HIGHER the small wheel climbs the more torque it produces generating more power , this is the so called secret...
this synchrones / tumblling motion , trying to reach equilibrium but it cant so it finds it one rythem
drowing less and less genarting more and more as time passes... until it reaches its peak.
it can be scaled up... and tweaked.. but im sure this is the most elegant DIY "free energy" machine
that ive seen.
