And anyone with a little mechanical skill can build it.

I wonder if the resonant frequency of the flapping is always constant, or weather it changes under different wind speeds. Somehow i think it might be more or less around a particular resonant frequency governed by the geometrical conditions of the Tafffeta, such as length of the material and perhaps width and thickness.

Pese, am i understanding that you are saying this is not unusual enough for you to accept/ be interested in/ or be pleased with, for methods of energy generation?  It think its very good. I like its simplicity. It remains to be seen, but perhaps this is a more efficient way than compared with conventional wind power generation. I personally believe there are more efficient free energy generation methods that are non mechanical (and thus no wear) and do not involve consuming fuel,  but that doesnt mean its to be condoned.  There are many ways.

I would expect all of those things to be factors.
