Off the top of my head,.....You have to build a platform 12ft high.The base(ground Level) must have enough spread to place a kids swimming pool in the center that is no more than 3 ft in ht of water.At the top of this platform, place another kids swimming pool, that is no more than 3 ft in ht. Now build another platform that you are to enjoin together with the first platform, only the difference is, that the second platform is 24 ft in ht....Again place another swimming pool that is 3 ft. in ht.This structure MUST be strong enough to withstand tons of water weight.
In the center of the swimming pool on the 24ft platform, place a pvc pipe "THROUGH" the center with a valve at the end for water volume control.
You are going to have to build a water wheel out of bicycle rims(One regular rim, the other with the Sprockets)The water wheel should have a 10 ft diameter.You can take plastic two gallon trash containers
and cut then in slant fashion in half from the top of one side to near the bottom of the other side to catch the water flow.The water wheel is to be placed about 6 inches above the swimming pool that is located at ground level.A rod is placed betwwen the two bicycle rims with both rims attached to the plastic containers. But have the sprocket side facing outward of structure.Now find a gear box that has at least a 60 to 1 ratio and attach it with a link bicycle chain from gear box sprocket to bicycle sprocket.The following is optional,....use a PMA that can produce amps at the slightest turn, or you can use 2 fisher and paykel stator wheels combined that is modified cogless(These come out of the new washing machines also,Kenmore ect.)
Now obtain two water fall water pumps that only require a small percentage of watts to run them.Place one pump in the ground level swimming pool,to pump water to the first level platform, and the second pump goes from the first platform to the top platform.Off the top of my head you should get the pumps that pump something like 8000 gallons per hour(I do not have my notes in front of me which are in storage in my garage to give exact numbers)The height between ground and first to second platforms must be exact.The down flow of top platform must be an exact match to upward flow for a perpetual flow.(This flow can be ajusted by the valve)
You will need a large inverter to turn out amps into ac current, but the output of current should be much more than what it took to operate the water fall pumps.
You will need something that would catch the splash of water falling into the containers or a large plastic tarp that is built inside of the structure but yet the bottom of the tarp going to the inside part of the ground level pool,..this way all water splash goes back into the pool.

As a Truck driver, I had nothing but time on my hands,...and the above is what i came up with, there anyone that here that perceives any flaws in the above train of thought?
