Dunno if it is a possible weapon or not but interesting generator that is supposed to sit on a table top and generate billions of watts has been developed by the russians no pics can be taken of operation or nothing because electronic devices fail upon attempt...

It doesn't spell it out but it sounds like it's billions of watts in an extremely short period of time. They say the "appliance has a very short impulse". That would explain the interference with devices since the voltage and current are probably both very high resulting in a strong EM pulse.  This sort of thing is often used in lasers and science experiments. The novelty here appears to be its small size. Nothing special for our purposes.

Its a EMP gun, not an energy generator. It consumes a lot of energy and spits all of it out in a millisecond, like an EM bullet.
Its billions of watts , not joules ....
