Planet Green has a show called G-Word.

yesterday's episode actually show this you tube video and talked about it by name.

I saw it. I think it's a 2-stage magnetically-geared pulse motor with mechanical commutation.
The magnetic gearing (the cones with magnets) is done in a clever way and the device seems to run fairly smoothly.
Clearly the second (output) stage provides some useful power.
Is it overunity? No.
There is a big flywheel effect from the rotating masses--that is, energy is stored there. If the input power is disconnected, the energy stored in the flywheel will continue to allow the second stage to generate electricity--for a while.
The device as shown, cannot "close the loop" and power itself.
