A multimeter can only read under 1 kVolt.
How can I measure High Voltage?

voltage devider 2 resitors.

1 to 2
or
1 to 10
for example.
Use hi ohm resitor (if using his with DVM )

9,1Meg-ohm to 9.1 Kohm
5,1 to 5.1kohm

and so on

Those are for use with a Fluke oscilloscope. It divides the high voltage tested by a factor of 1000. My son-in-law has one like that and he uses it to mesure bemf on my Newman replications. I don't know if they can be used with multimeter.
