Radioactive decay linear homopolar sub-light speed drive

The premise is simple.
If the electron source and sink where magnetically
And electrostatic and EM shielded.
Would this be a one way path for the electrons
To go through the linear homopolar motor.
From what I understand the loop would be broken,
And would movement be possible.

magnet can move with a homopolar motor /generator, it is a fundemental property
of no back torque  to the stator from the rotor
