Newly Discovered Element!

A Major research institution has recently announced  the discovery of the heaviest element yet known
to science.  The new element has been named "Governmentium."  Governmentium has one neutron, 12 assistant neutrons, 75 deputy neutrons, and 224 assistant deputy neutrons, giving it an atomic mass of 312.

These 312 particles are held together by forces called morons, which are surrounded by vast quantities of minute particles called peons.  Since Governmentium has no electrons, it is inert.  However, it can be detected because it impedes every reaction with which it comes into contact.  A minute amount of Governmentium causes one reaction to take over four days to complete, when it would normally take less than a second.

Governmentium has a normal half life of 4 years.  It does not decay, but instead undergoes a
reorganization in which a portion of the assistant neutrons and deputy neutrons exchange places.
In fact, Governmentium's mass will actually increase over time, since each reorganization will cause
more morons to become assistant deputy neutrons, forming isodopes.

This characteristic of moron promotion leads some scientists to believe that Governmentium is formed whenever morons reach a certain quantity in concentration.  This hypothetical quantity is referred to as "Critical Morass."  When catalyzed with money, Governmentium becomes Administratium - an element which radiates just as much energy as  the Governmentium since it has half as many peons but twice as many morons.

It is theoretically possible that Governmentium could be used to construct a core for a TPU device.  However, the astronomical expenditures would certainly be out of the scope of the average garage TPU researcher.  So I propose that we lobby congress for a TPU Governmentium Core Subsidy which can provide every garage TPU researcher a supply Governmentium to advance the science of the TPU to the level of nuclear power.  Then perhaps after pouring Billions of dollars per year into the TPU Governmentium Core Subsidy, for FIFTY years, the TPU will be as successful as nuclear power.

the idea is to cooperate.

it would be more efficient to be organized into groups and we will have a plan!
a plan goes through discussion and voting then any individual can accomplish a part in the plan.

he says that when many people come together it is nice to have a management and some money would make a difference.

     Not a bad theory.  Your particles sound like what physics people call photons.
These particles of energy get trapped in resonant systems or standing waves and form matter.   For matter to exist here on Earth it has to harmonize to Earth's electro-magnetic field as well as it's gravitational field.  So if we throw in a little disharmonic influence matter disintegrates and lets go some of it's photons.  Then the matter absorbs some more photons and establishes resonance according to Earth's rules.
