Could theforce from the fuel for a 1hp engine displace an equal abount of air?

This idea is the piston pulls cable to flood bellow with 550lb of force equal to the force of the piston.

  I have what I think is an energy saving device. A cumbustion of a piston/cylinder give bouyance to float a equal amount of air in a watertight bellow or bellows giving it the force for a half revolution. So that the force is stored in bouyance saving fuel. There are two bows that rotate around an axis. When one cylinder cumbust the other closes. It get the air from the surface through tubing in the bows. Bows like bow and arrows. It gets it fuel and air through tubing the same way. The two bows only rotate in one direction.
