The original text from russian to english, using Google Translator:

Foreign workers from the third world blithely always belonged to the security of their work. These pictures yet another example of such negligence, look at them and udivlyaeshsya as you? At the same subject were two good post : Safety in India and OAO "Tadzhikstroy."

The correct one:
"Foreign workers from the third world countries always carelessnessly treat the safety of their work. These photographs are additional examples of this carelessness, you look at them and get surprised - is it possible? There were two additional posts on this subject: "Safety engineering in India" and "joint stock company "Tadzhikstroy"."

>> Hey!  That's Tom Bearden showing off the first 2.5kW production MEG device...

Paper?  It's a big old welding transformer, dude.  One that has been left out in the rain a few too many times, been disassembled to repair burnt-out windings on several occasions and then been reassembled with something slightly less than total QA and precision tools.

What indeed looks like a bundle of discolored newspapers are steel laminations, bent, warped and very rusty.  I bet this thing hums and buzzes like a Tasmanian Devil!

I have a friend you owns an exhaust shop, he constantly welds without a mask. It sounds stupid, and looks even more stupid, but he does it everyday. He never actually looks at the weld, but he does it by feel. and by judging by the quality of this guys welds he isn't looking either. its just a transformer the mexicans do this all the time, they just aren't showing the fact that its connected to the power lines with a fork bent into a hook, with the other side stuffed in the ground.

Trust me...they are steel transformer laminations, probably home made.  Ever tried to use copper as the core of a transformer or electromagnet?  Doesn't work!

:o The guy pictured is arc welding barehanded....with no eye protection. Superman wouldn't even try that.

Is this possibly a hoax and photoshop hack job on the photos?

As long as he doesn't touch the ground side he'll be fine. Not really enough to see if he is actually using eye protection or not. I'm betting if he is it is homemade and probably just as wondrous as a homemade welder. I say bravo for the guy now that's using your head!

Please.  This is no hoax or "device".  It is a homemade step-up transformer used to power a homemade arc-welder.
