....one and  the other,alike or equally exercise a similar game ,that we can understand better looking to some simplified stabile/mobile sculptural works  of Alexander Calder.

Self moving "seesaw effect" of Milkovic needs four spare parts only
  fulcrum
  lever
  stabile/fixed mass
  mobile/free mass,a common pendulum
You know to play it...a swinging lever.

A possible self moving "seesaw effect"/Evert style ,needs four spare parts,also

   mobile/free masses,asymmetric pendulum
