Why shouldn't it? The motor is driven by a voice coil piston altering the position of the moving magnets. This way the rotating magnets will start to rotate. A few brushes are probably sync'ing the alternating current which activates the voice coil.
I wonder where the black wires from the volt meter is going...maybe I missed something. It had been more interesting if this motor could run by itself though.

Is it any videos of this motor?
