correction to my previous reply. It should be perpetual motion machine of the second order only exists on a local scale but does not exist on an absolute(non local) or universal scale

So the universe satisfies all the conditions for a perpetual motion machine of second order. But on a local scale without the interconnectedness, such is not the case. This is in agreement with physics as we know it.
