I'd say that this design won't work either. Right at the point where I've added a red-arrow the air-ball-chain WON'T want to enter the water (or go down) because it will try to float to the top of the upside-down air-pocket/bucket thing.

Any energy captured from the air-ball-chain going UP will, at very best, be used to force the air-ball-chain DOWN at that point.

I think that if there is more balls floating up it would be enough to have the chain rotate in one direction.

You can break it down like this:
The inverted bucket is 1 meter below the surface of the water,
where the pressure with water depth = 1.1 atmosphere.
Then insert that tube.
Pressure in the tube = 1.0 atm.
Some of the air in the inverted bucket is bound to overflow from the tube.
Then the water also enters the pipe.
The liquid level in the tube must be equal to the level of the overall water.

The lower mouth of the tube must always be below the level in the Inverted bucket.

You can experiment with small wine glasses and elbow straws in a fish tank.

I don't want to discourage your efforts and ideas. . . but I'm afraid your design might be unworkable at this point.

The best thing would be to understand why this would happen before trying to find a way around it.
