Linear to Angular Torque Motor

Follow the Torque!

It is currently understood that when one object is propelled from another object, that the momentum is the same but in the opposite direction.  I do not have any issues with that.  Now if the propelled object hits another object then the momentum between the propelled the the object it hits is the same.  I agree with that.  Now if that propelled object hits the top of a wheel and sticks there, then there is a transfer of momentum from linear travel to angular travel.   Momentum is conserved and the wheel is now turning.  But what happens to the torque?  So I believe that during this conversation of linear to angular momentum that the wagon will move a little.  This motor is designed to have several events to cause the wagon to move at some rate of speed.  There are limits according to the rotational speed of the flywheel.  The linear force also affects the speed.  The weight or force of the moving object also affects this speed.
I welcome someone posting the formula's carried out using this example that disprove this concept. 

Instead of using a breaking system, a generator system could slow the flywheel down to operate the system.  When that happens, the electrical system's battery could get some recharging.  This would reduce the amount of solar energy collection needed for the space craft.
