I don't think so. I try to be open minded about this stuff but have found lots of hoaxes on YT. Here's how we generally make energy: A magnetic field has to move through a coil of wire. This item has no moving parts, and I don't see a place to hide a small battery.

Video maker might have a hidden coil under the table to transmit power to the coil you see.
