Seems this power bank is full of capacitors that charge up in like 3 minutes. The strange thing is if your car battery is to low to start your car, you connect the capacitor bank to the drained car battery through the cigarette lighter. The capacitor bank then charges up using the power of the drained car battery. Then you unplug the cigarette lighter adapter and can connect the opposite side of the capacitor bank to the battery through its battery cable connectors, and then start your car with it. So the drained car battery energy is put in the super caps, and the super caps can then be used to start the car.  Ironic how that works. Video on it at https://www.youtube.com/watch?v=cq3ihYJ4rbE

Nice find!
So with this could we not have much smaller batteries in our cars to begin with. Smaller batteries providing lighter vehicles that are more fuel efficient and less waste.

https://en.wikipedia.org/wiki/Inrush_current
electric motors up to 10x the nominal current value
= for a 10 KW electric motor a 100 KVA magneto-electric source           100 kW                         1000 KVA           ......                               ........

and
" ... When a transformer is first energized, a transient current up to 10 to 15 times larger than the rated transformer current can flow for several cycles. Toroidal transformers, using less copper for the same power handling, can have up to 60 times inrush to running current.

fast charge capacitor/condensator based devices are "a must" for autonom and "smart" off-grid systems

If your battery is really dead that cap charger won't work.  You are probably better off with one of these which I can testify really works even on a full size V8 engine.   1000 Amp:

The other problem with cap banks and a smaller battery is if a battery runs down then you will likely have less than 24 hours before the cap bank drains to the point it won't start your car if the battery is dead.   I built one of the super cap banks and it can be useful is some situations but I trust the Li-Polymer pack a lot more and it stays charged for a long time.   You can also charge your cell phones etc. from it.

You also might note the battery in that video read 12.29 volts so while weak it still had just enough voltage to charge the super cap module.   If it had been much lower it probably would not have been able to charge the cap bank enough to start the car.  And with that cap bank you are going to likely have one and only one chance to get the car started before it drains the cap bank.   With the Li-Polymer pack you can get around 20 start cycles before needing to recharge it.
