Is The Kinemassic Effect Actually Free Energy?

If you have one lead flywheel causing a second lead flywheel to turn in the opposite direction, then how can they be coupled so as to remove torque from the first flywheel?  It seems that if this effect was real, then the rotation of the second flywheel is essentially free somehow.
