To increase the gravity of the Moon not to disperse the atmosphere, must be a myriad of underground deposits of ultra-dense deuterium (a 10 cm cube D ultra-dense side weighs 140 tons.) (See reactor for D ultra-dense).
The oxygen to create the atmosphere is extracted from the regolith.
The nitrogen is obtained by the following reaction:
O +protons= N + alpha
The hydrogen to water is obtained for oxygen transmutation with the following reactor

I think increasing the mass of the moon may not be such a good idea.
The increase would increase tidal effect and core heating in the earth and the impact may not be so good.

Some of your other ideas do appear very useful.

THEN ONE NEEDS A TWO VERY POWERFULL ELECTROMAGNETS ONE EACH AT THE 33.3333% OF THE MOON SPINNING AXIS. THAT WILL BE POWERED BY AN ATOMIC POWER GENERATOR ..THE ELECTROMAGNETIC FIELD IS TO SHIELD THE MOON FROM THE SUN SOLAR WIND THAT WOULD OTHERWISE BLOW ALL YOUR ATMOSPHERE INTO OUTER SPACE..

It's impossible to increase the mass of the moon and the moon is not massive enough to retain an atmosphere.  As many probably know, there is serious speculation and some data that suggests that there may be millions and millions of tonnes of frozen water in a permanently shaded crater at one the moon's poles.  That availability of all that water may allow for a viable moon colony and economy because you don't have to expend all the required energy to produce water from the oxygen and hydrogen embedded in the materials in the moon's crust.

I suppose the big issue is finding a viable reason for having a real colony on the moon in the first place.  I am all for going back even if it is just for purely scientific reasons.
