I recommend toroidal transformer due to very high Efficiency.

Found standard toroids with more than 95% efficiency (4kVA) .

Do you think , that enclosing the boiler immersion heater (inside inner chamber)  will result in much faster water heating , using same Power as if there is no enclosing inside inner chamber ?

Consider the walls of the inner chamber are from perfectly therm. insulTING MATERIAL.

Someth. like concentrating with mirrors/lenses sunlight into very small point.
