Why should it at all move to the right side ?
As the magnets repell and the balloon wants to go up,
it will probably lift the whole car up inside the water only...

but I think this will
somehow find an equilibrium setting, where the balloon
just stays where it is and the car also...
Also the forces into the right direction are just too small,
the most forces are only into the up position...

hey,

so what if it does float the whole thing off the track?  the same principles would apply. the bottom magnet will still want to repel.  which way is the only question then forget about the track and wheels this baby needs a rudder!!!

I don't know, it may be just a complicated pendulum, the friction in water would be huge-why not use a helium filled balloon in air.?

I would have to agree with the others so far:
The water adds too much friction and there is
not enough horizontal force being generated.

I would also agree that testing this device by using
helium is your best bet for doing it quickly and cheaply.
