I can safely say yes it does work because I designed and built an identical device about 2 years ago. I'm not sure if the inventor on indiegogo knows this but this is a smple variation of the DWFTTW technology whereby a prop driven cart may exceed the wind velocity by near 3 times. My idea was that the cart does not need to move in a straight line but could move in a circle faster than the wind to turn a generator without belts or gears. Unfortunately we do gain velocity however I found the extra cost and complexity could never justify the design compared to conventional windpower turbines. I found this was a great idea in principal however it has major issues in reality.

Oh TK what are we going to do with you?. If you had actually read the write up you might understand this is not a perpetual motion machine in fact he states catagorically it is not. I know as a fact it works because I designed and built it 2 years ago and it is nothing more than a simple variation of the DWFTTW technology. Efficiency is low, cost and complexity is high... it's all bad when compared to conventional direct driven turbines.
You know I have to ask.... why would you think this is a perpetual motion machine when there is absolutely nothing to suggest it ever was?... what were you thinking?.
