The recipe : an electric skateboard + the front of a kick scootermodel

  3 wells electric scooter, custom made, 1450 W  × 2 brushless motors  max. 30 km range, based on an electric skateboard platform ( SYL 08 ).

wireless remote ( acceleration, brake, reverse, 3 power options )

The fine could become several times the project costs !

In the U.S.A. also only "conditionized legal" : vehicle/-parts licence and user licence = not the same
the " technical vehicle licence" and the "public area use licence"(age,power,velocity,et cet. ...)  to differ :

Many e-scooters are not labeled in accordance with the law
In order to be released for free circulation, manufacturers who want to offer e-scooters for the German market must attach the CE mark in addition to their manufacturer information and attach a so-called EC declaration of conformity to the operating instructions in German.
In the EC declaration of conformity, manufacturers must also confirm with their signature that the requirements of the Machinery Directive are fully complied with and name a person resident in the EU who keeps the technical documentation for the e-scooter and can thus provide evidence of compliance with the Machinery Directive.

commercially or DIY : ever to work under legal conditions
Tuning down a washing machine motor from 1000 Watt nominal to 250 Watt nominal and applying this as e-scooter drive is a funny DIY-project, but not legal !
