Self Powered Wind Turbine?

I think its meant to be a self powered wind turbine. Any explanations?

Plugging it into the mains electricity seems to help it work..

I suspect the main mode of operation is to liberate cash from eager investors.

Leaving the rudder vane on the store-bought micro-wind-turbine is a nice touch, gives it that "high tech" look.
