I'm talking about your 1st diagram at top,however,what you can do is simply put two different width capillars coated inside with gold in water and get permanent volt between them.

Like this.surface tension change it vapour pressure which change it osmotic pressure(vant hoff equasion) which change it electrical pressure (nernst activity).so sponge metal and smooth metal giv it electrical difference,permanente.
