Tropical storm Ernesto manipulated?

Hi all,
did somebody follow the run of tropical storm ernesto and wounder like me how could it be that as ernesto came off cuba over open water in the gulf of mexico with a water temperatur of 87degree and did not recharge within the around 100miles he keept 45 miles an hour. later as he left florida in to the atlantic with a water temperatur of only 76degree he recharged within 90 miles up to 70 miles an hour.
Now somebody tell me that they didnt do anythings to it to hold him down with all what was at stak ( shuttle atlantis on the pad, bussines  over the laborday weekend, 100 's of house under repair or not even there etc.)
we did have a similar situation a few years back where a hurricane cathegorie 4 was going towards galveston texas and about 30 miles of the coast it changed within a few hours down to a tropical depression there I was bit suspicious but did not think that they could do anythings to realy influence such events, but now after this with ernesto I am sure they did. What was also strength that they had 2 aircraft out at the same time after ernesto has left cuba what I never have seen before.
What you guys think, did they or not.

Well this can be very possible to introduce some kind of cooling chemical to the air and help weaken the storm... That they used it on this one i don't know, But it can be very likely. I'm no weatherman, but i too was expecting it to get stronger after cuba.
