Title: Minto wheel RPM calculation

I'm just starting to look at the Minto wheel and found the builder's guide on Rex Research but I'm having a problem with the RPM calculation. Everything seems fine until I get to that last item.
 
The Rex Research paper says...

So, our heat flow rate would be:
40 x 26 BTU = 1040 BTU/min/tank
We have already calculated that, under ideal conditions, it takes 78.54 BTU to empty the tank. Therefore a tank ideally should empty in:
78.54/1040 = 0.0755 min or 4.5 seconds
Since there are twelve tanks on the wheel, it would ideally make about one revolution per minute and hoist 95 gallons of water per minute through ten feet.

I understand the calculation are ball park of an ideal model but that's all I'm striving for right now.
I just don't get how he gets to ~1 RPM from the given data and calculations. Any help will be greatly appreciated.
