Title: Vacuum water wheel

I included a crude ms paint diagram(pending approval, first post).
This device is placed underwater. There are several expandable containers attached to this loop, each with a weight attached. On the containers' ascent the weight expands the container to create a vacuum, which weighs less than the container on the opposite side of it, creating an imbalance which makes the left side weigh more than the right.
I'd like some criticism on this idea.

Very similar to this design but no tubes connecting.
Maybe someone could explain why it wouldn't work.

He/She ,stupid1, is not searching for an buoyancy solution,but he/she is looking for somebody who gives him/her the right and scientifically detailed logical "claims and description" patent application related information -
                                                   for his/her application work progress !


A work who he/she would have to pay to a scientifically consult up to XX.XXX  money units !
