Absolutely it does, complicating measurement taken near the rotor, and one reason I replaced the wooden electrode support with the phenolic piece is that the wood leaked charge across between the electrodes and off into space or onto the support. Just watching the thing for a few minutes gets me all charged up, and then when I reach over to adjust the StroboTac I get a little shock when my body capacitance disharges to ground thru the case of the instrument.
