So the idea is to use an arc lamp as a kind of plasma conductor in the resonant circuit in which the energy exchange occured between the coil and the capacitor via him, in the standard Illuminators with arc lamps are applied as current limiters chokes because the lamp is a short circuit in the circuit (or a plasma luminous conductor), i laid out and the design about this flashlight out there on the Bulgarian forum and it borrowed from the a luminescent flashlight on company "OSRAM" (http://media.snimka.bg/8127/022508754-big.jpg?r=0),the second idea is associated with this was create a powerful pocket light source with wide angle radiation for illumination with a powerful light by wide space or large horizons so to speak :) (and not the like most xenon projectors with highly directional light rays)
