Doubts claiming OU prize money

1)  Is it absolutely necessary to ship the working device model to claim OU prize?
 
2)  If I provide design details, working principle, video showing working device, video showing construction details,  is it  possible to get it   
     fabricated by a local fabricator,  deduct the fabrication cost from prize money and pay the balance prize money?
 
     I am asking this because shipping of the device is not possible for me.

Not I'm not beleving you...  But .. The slight possabillity it doesn't work, or the manafacturer, did something wrong... whatever..


Just seeing problems with the methode, i do hope your thing works!

Yes, shipping is required to see, if there is any hidden energy source.

Also it must work at other places which is sometimes also not working..
