See attached, I have no machining resources, materials, funding.
But some how I will built this proof of concept design. This design pulls rotor with power of 4 magnets and when outer magnets are moved to opposite sides, near zero work is required to rotate rotor to vertical for cycle to restart.
Any help will be appreciated.

Rotating the outer ring may be the best way to do this. We will test both ways.

It would be much simpler to construct if you rotated the inner magnets as their path is not elliptical.

Made Inner Ring True Circle Outside, Ellipse On Inside, OUTER RINGS ROTATE

The inner ring is a true circle for the outer ring to track on, but the inside of the inner ring is an ellipse to give the rotor an air gap when it is vertical. THE ENTIRE OUTER RINGS ROTATE NOW WITH THEIR MAGNETS.
