If the ocean is deep enough where water is needed the pressure differential between the fresh water column and sea water will provide the needed pressure for a reverse osmosis filter. Sea water wighs more so the pressure is more. Reverse osmosis membranes are pressure driven.

The first perpetual motion machine - an artesian fountain of pure water.
