Looks like a variation of a David Hamel device, the small hand movements are keeping it going. If that is indeed what is making it spin.
Also yet another silent, very short and very questionably produced video.

It would still be interesting if it were possible to create this jittering from "Mr. Hand" with some construction/motor that needs less power than the power being produced by the big wheel (if connect a dynamo to the big wheel).

Waht do you think?

I don't think a motor would be needed for the jitter.  The right spring setup would probably work fine since the way it looks is his hand is just trying to stay in one place once it gets spinning but is bounced around a little by the interaction of the magnets.  Just a guess really but that's the way it looks since it would be very difficult to keep your hand in a well timed jitter after the unit was spinning fairly fast.

If using voltage it may be better to use an electromagnet using a reed switch on the magnets to repel the magnet rotor. Sort of like the experimental external Ns coil. If you could get enough rpms and torque on a commutor you might get more output than input.

The bearing of the "static" magnet can provide energy, thus this setup is meaningless.
