Err.....what makes you think this is a free energy device?  Its an assumption that the batteries are driving anything!   Its the other way around and all the information is in front of you without having to understand Russian.

He is charging the battery using the big inverter which is plugged in the wall.  Diode/Cap/lightbulb as stepdown method to lower the amps from the inverter going into the batteries.

If you are wondering about that white cap tied between the batteries then that is aroun 0.5 - 1UF rated at 500 - 1000 volts

Actually it looks like he's using the batteries to power the inverter to power a D.C. Source to charge the batteries. I'm guessing the goal is to increase the frequency and voltage to try to charge the source. Even without translation I think he's going to have trouble proving this. If the inverter is 95% efficient, and the D.C. Source is 95% efficient, he's already down to 90% efficiency.  ???

I'd be wary of trying to loop back higher voltages to a battery. @boom. Also, current ratings are irrelevant. He's using 2 deep cycle batteries in parallel. That can probably power a load for days without showing a drop in voltage or current output
