You can easily calculate the output energy of your wheels. Measure the vertical distance between the lowest and highest point for each weight, and multiply with the weight.
Then you can calculate how much energy you need to supply to raise the weight from bottom to top, then you will find the potential energy of that weight.
Now, calculate how much kinetic energy you will get out when the weight makes it turn from top tp bottom.


If you find any difference in energy input and energy output, you have done the calculations wrong.
Do you find no difference between energy input and energy output you are spot on, but no netto energy output.
Magnetic assistance will not help you in any way. They will, just like gravity, take as much as they give.
