Wouldn’t it be nice if some of the work expended to lift the weight rod could be spent as a torque that also helped to rotate the wheel.

The torque gained is the shift of COG of the weight rod,, but the work to lift he whole rod is more,, so if the lift system were not over center then as it lifted the weight rod it would apply an equal force against the wheel at whatever radius it is mounted at.
