The power structure, while working towards a common
purpose, isn't completely united.  There are at least
two factions with minor differences; principally, who
will do what and when.  The Supreme Leader of the
structure permits minor differences for a time but
will step in to resolve differences when the PLAN is
severely threatened.   The Iron Fist.

They do conspire.but they compete too.let's say I was living in the hotbed of illuminati ie the u.s. and let's say I had discovered a new source of unlimited energy and got in trouble for it by some asshole in the nsa..I could perhaps run to another asshole within the nsa and strike a win-win deal of some sort,if I'm still alive that is.
